You're right, but it depends on the state. In North Carolina, it's a TKO. Here's the North Carolina rules:

I've never seen it called that way, but looking at the NC rules, it would seem that way. When a fighter fails to answer the bell, it's always been a TKO. However, looking at those rules would seem otherwise.

Oh wait, on page 23 in the knockdowns section:

(i) A contestant shall be considered to be knocked down when:
(I) Any part of his body, other than his feet, is on the floor;
(II) He is hanging helplessly over the ropes;
(III) He is rising from a down position; or
(IV) At the conclusion of a round in a match, he leaves the ring and fails to be in the ring when the bell sounds indicating the beginning of the next round.

So that covers the not answering the bell part.
